SDR# is the most commonly used SDR program on Windows. We recommend it as one of the easiest to setup and use with the RTL-SDR. Purchase an RTL-SDR dongle. The cheapest and best for most applications is the R820T/R820T2 dongle. Starting with Version 3 beta 2 (March 2nd, 2018) the kits are signed, the certificates are below. If you see a popup window 'Windows protected your PC' when installing then click More info and check the publisher is shown as SDR-radio.com Ltd.
plug your dongles in, log into Administrator account.
Open your device manager (start, right click file explorer, click properties, click 'device manager')
At the bottom of the display pane there's USB devices (below USB controllers) - drop that down, find your dongle on that list.
Right click and choose 'uninstall'
Reboot (it asks you to anyhow)
log in as administrator again
download http://zadig.akeo.ie/downloads/zadig_2.1.2.exe
Run. If you've used zadig before, the difference is it's no longer called 'Bulk-in Interface 0' anymore, you want to overwrite the drivers for the 'RTL2838UHIDIR' devices listed. WinUSB is the driver you want to inject/replace it with.
if you haven't used zadig, you have to go to options and tick 'list all devices' in order to see the aforementioned 'RTL2838UHIDIR' devices.
That's it, log out of administrator account and into your regular account and fire up SDR# or whatever.
