When you select a Theme in the Themes control panel, the active wallpaper is set to the first image in the theme. You're at that point in slideshow mode: the next image will show up whenever the slideshow is set to cycle to the next image. You can right click on the desktop and choose 'Next desktop background' to advance to the next image. Otherwise you can just wait and the new image will show up. :)
Active windows have a colored border and dark fonts and icons.
Inactive windows have a blurred border and faded fonts and icons.
There's no way to directly change the color of the top of the window in Windows 10 outside of using a High Contrast theme. The Windows 10 Insider beta 10525 build adds the ability to change the color of the top of the window: presumably that means it'll be available to normal users in an update later this year.
The options chosen in Settings::Personalization are automatically saved to your theme file. Currently the Settings::Personalization::Background page does not accurately reflect the images selected via a theme: you can politely ignore that. Or select a new image or image folder there, and then your theme will be updated with that. :)
